Taxicab Permits
General Information
The City of Unalaska issues taxicab permits yearly based upon application for renewal by permit holders. The effective date of a renewal is the date of issuance by the City or January 1, whichever is later. The City issues initial permits based upon a finding by the City Council that a permit is available and in accordance with a publicly-noticed application process. The effective date of an initial permit is the day of issuance by the City. All taxicab permits expire on December 31st immediately following the effective date.
The number of taxicab permits issued by the City is 19. Only one vehicle may be assigned per permit at any time. The City Council may increase or decrease the number of permits as the Council determines it to be necessary to meet the needs of the citizens. Taxicab permits are addressed in Unalaska Code of Ordinances §9.12.
RESPONSIBILITIES OF A TAXICAB PERMIT HOLDER
The permit hold must be responsible for the collection and timely remittance to the City of sales tax for any services provided under the permit.
The permit hold must maintain a written record of all dispatches of the vehicle operated under the permit, including the names of all chauffeurs and the dates and hours during which each chauffeur utilized the vehicle. The record must be made available for inspection within 48 hours of a demand by the City, and the records must be maintained and preserved by the permit holder for a period of 6 years.
The permit holder must maintain the vehicle assigned to the permit in good condition and repair and in compliance with Unalaska Code of Ordinances at all times. Even though inspections by a qualified mechanic are required, it is still the permit holder’s responsibility to maintain the vehicle assigned to the permit in good condition in compliance with Unalaska Code of Ordinances.
A legible notice or placard clearly indicating the fares charged to passengers must be displayed on the dashboard between the driver’s seat and the passenger’s seat in a manner that is visible to passengers in the back seat.
