Future Planning and Capital Planning
Program Mission: Creating, updating, and maintaining a comprehensive plan and capital plan to guide development and capital investments to create a safe, functional, and attractive community that meets the needs of all residents.
What We Do
Comprehensive Plan Rewrite. The Current Comprehensive Plan 2020 is nearing its end and it is time to rewrite the comprehensive plan which will plan out to 2030. One of the key elements of a rewrite is a strong plan guiding community facilities and infrastructure investments. The process will begin with visioning workshops to gather community input, and continue with analyzing data, and making recommendations for the final plan. Goals for the 2030 plan will include a final document in which there with be no redundancy and is concise, very specific, and will include visual graphics to portray the recommendations stated.
Capital and Major Maintenance Plan. The CMMP is a five year plan for capital expenditures for the City. One of the primary goals will be to make the CMMP process driven by existing plans and data. As the Comprehensive Plan is developed guidance in Capital Planning should be understood and worked into the Comprehensive Plan

The Planning Department will begin conducting public outreach meetings in October. Please stay tuned. All of the meetings and agendas will be posted on the City calendar, the KUCB calendar, the City Facebook page and also at both Post Offices. Capital and Major Maintenance Plan: City of Unalaska’s Capital and Major Maintenance Plan (CMMP) serves as a tool to help the City effectively and efficiently meet the needs of the community. The CMMP is a five year planning document that outlines anticipated expenditures related to specific improvement or maintenance projects and purchases that will be of benefit to our community and consistent with goals and objectives identified by City Council. The City Council reviews and approves the CMMP, which is presented by the City Manager annually per Title 6.12 of the Unalaska Code of Ordinances as part of the fiscal budgeting process.
Comprehensive Plan: The City of Unalaska Comprehensive Plan 2020 was adopted in February of 2011. The plan defines our community vision and values and then identifies goals and action items related to economic development, housing, quality of life, environment, culture, education, land use and infrastructure. The Comprehensive Plan is intended to guide the development and evolution of Unalaska. The Housing Plan documents trends and issues in the local housing market, and offers recommendations to address a wide range of housing related matters that have been identified during the planning process. The Land Use Plan 2015 was created in 2015 as a new component to the Comprehensive Plan, providing additional guidance for land use recommendations.
