Current Planning and Development Review
Program Mission: Guiding current development with the use of zoning and subdivision codes as implementation tools for achieving the goals of the comprehensive plan.
What We Do
Ongoing Development Review and Planning Commission Support. The Planning Department’s responsibility is to manage development review, which includes:

Reviewing all building permits for compliance with the zoning code

Reviewing applications for special exceptions to the zoning code, providing analysis and recommendations to the Planning Commission

Reviewing applications for rezoning for conformance with the Comprehensive Plan and the interest of the public, providing analysis and recommendations to the Planning Commission

Reviewing all applications for subdivision platting for conformance with the subdivision code, providing analysis and recommendations to the Planning Commission

Providing analysis and information relating to zoning code and public nuisance code violations and working with property owners towards compliance
This ongoing work is critical in implementing the Comprehensive Plan and ensures consistent and fair enforcement of the land use regulations passed by City Council.
Our process is always under internal review, as we look to improve efficiency and streamline our processes, especially in areas of development review that involve interdepartmental collaboration. Interested in Building or Development in Unalaska?
Please come into the Planning Department office at City Hall before applying for a building permit. Our staff planners are available to discuss any development or building plans. All plans will need to be reviewed for compliance with the zoning code, and our planners are knowledgeable about the zoning code and provide preliminary guidance. Plans that conform with the zoning code will be referred to Public Works for a building permit. Plans that do not conform to the zoning code can be brought to the Planning Commission for special exceptions that are granted on a case-by-case basis. The zoning of a property can also be changed upon approval of the Planning Commission and the City Council.
Interested in Subdividing Property in Unalaska?
All subdivisions of land are subject to review by the Unalaska Planning Commission, according to State and local law. Those who wish to create a new subdivision or perform a simple lot split must submit a plat application, along with a preliminary subdivision plat prepared by a registered surveyor. Planning staff will prepare a recommendation to the Planning Commission, and the Planning Commission will provide the final decision. All applicants interested in subdividing are encouraged to meet with planning staff early on in the process to discuss the request.
Applications and Supporting Documents
The documents attached below are relevant to building and development in Unalaska.
Planning Request Application Form: This form is to request any special exceptions from the zoning code, which are granted on a case-by-case basis, or to rezone or plat a property. Special exceptions from the zoning code are either variances or conditional use permits. Rezoning requests are to change the zoning map for a property or district. Plat requests are to subdivide a property.
Authorization to Make Application by Agent: This form is used for applicants who do not own the property for which they are submitting a Planning Request Application Form. The property owner must sign off to allow the request to move forward.
Planning Commission Meeting Schedule: The meeting schedule provides dates for the monthly meetings of the Planning Commission, as well as submittal deadlines for applicants for zoning/subdivision requests.
Zoning Map: This is the current official Zoning Map for the City of Unalaska. Districts are symbolized by color. Refer to this map when determining development possibilities. The text of the zoning code for each district, explaining what is permitted, is available upon request from the Planning Department.
Complaint Form: This is the form used to file a complaint about unsightly or dangerous debris or trash, materials or vehicles in the public Right-of-Way or City Owned Property, Building Permit Violations, Zoning Violations, Noise Complaints, and other various complaints.
