Position Hiring Range:              $119,824 - $131,800/year
Position Salary range:               $119,824 - $167,750/year

The City of Unalaska is accepting applications for the Human Resources Coordinator position in the Department of Administration.  Located in the central Aleutian Islands, Unalaska, Alaska, is a multicultural coastal community of approximately 4,250 full-time residents and is home to the number one commercial fishing port in the United States, the International Port of Dutch Harbor.

GENERAL DESCRIPTION: This position is responsible for assisting the Human Resources Manager with coordinating, planning, and administering complex human resource functions, including employment relations, compensation, recruitment, onboarding, benefits administration, policy and procedure development, training and employee development, performance management, and compliance with State and Federal employment laws and regulations. 

KNOWLEDGE, SKILLS, & ABILITIES:
This position requires a skilled Human Resources professional with comprehensive knowledge of HR principles, employment law, and best practices to manage a wide range of HR functions effectively. The ideal candidate will possess strong analytical, problem-solving, and communication skills, enabling them to excel in areas such as recruitment, onboarding, benefits administration, labor relations, compliance, and personnel administration.

     •   Employee Relations: Leading internal investigations, providing support to supervisors, and assisting with employee engagement.
     •   Recruitment: Administering staffing functions, ensuring legal compliance, managing applicant tracking systems, coordinating background checks, and performing job evaluations.
     •   Onboarding & Benefits: Assisting with policy interpretation, coordinating open enrollment, conducting training, managing onboarding and exit processes, and overseeing benefit enrollment.
     •   Union/Labor Relations: Interpreting union contracts, advising on policies, resolving day-to-day union concerns, and potentially participating in negotiations.
     •   Compliance & Reporting: Ensuring compliance with employment laws (ADA, FLSA, etc.), reviewing and revising HR policies, compiling reports (EEO-4, Salary Surveys), and administering FMLA and other leave programs.
     •   Operational & Administrative Functions: Directing and reviewing staff work, improving HR processes, providing training and coaching, identifying training needs, developing work plans, and ensuring legal compliance.

The successful candidate must be adept at working with diverse audiences, managing deadlines, and adapting to changing priorities. Strong leadership, organizational, and training abilities are essential, along with proficiency in relevant software and office procedures. This role necessitates the ability to work independently, maintain confidentiality, and navigate stressful situations with composure.

EDUCATION & EXPERIENCE:

•   Graduation from an accredited four-year college or university with a degree in Human Resources Management, Industrial Relations, Business Administration, Psychology, or a related field of study.
•   A minimum of 5 years of human resources management (HRM) experience with a track record of taking on increased responsibilities; prefer experience in a public sector environment to include experience working with union staff. 
•  
PHR, SHRM-CP, CLRP, or IPMA-CP certification preferred. 

LICENSES & SPECIAL REQUIREMENTS:

•   Must have, or be able to obtain, an Alaska Driver’s License within 90 days of hire.
•   Ability to pass all required pre-employment testing, i.e., criminal background, history, and drug testing.
•  
Must be eligible to work in the US; requirements by Federal Law, if hired, must complete an employment eligibility verification form (I-9).
