POSITION HIRING RANGE: $125,632 - $138,195/year
POSITION SALARY RANGE: $125,632 - $175,884/year
The City of Unalaska is accepting applications for the Deputy Port Director position. Located in the number one commercial fishing port in the United States, the International Port of Dutch Harbor, Unalaska, Alaska, is a coastal community in the Eastern Aleutian Islands with a multi-cultural population of approximately 4,250 full-time residents and seasonal influxes from multiple commercial fishery operations.
The following duties are not intended to serve as a comprehensive list of all duties performed by
employees in this classification. The duties shown are designed to provide a representative summary.
GENERAL DESCRIPTION: This position is responsible for the protection of the safety, life, and property of ports and harbor-owned assets, citizens, and user groups. In coordination with the Director of Ports and Harbors, implement operational and administrative activities of the department to include overseeing the development and administration of policies, procedures, programs, services, goals, and objectives. Ensures the City complies with applicable laws, codes, regulations, and standards related to maritime facilities and ensures compliance with UCO 18. Oversees and evaluates departmental operational effectiveness; recommends and implements process improvements and optimization of resources; represents the organization and the department with various agencies and organizations; contacts vendors and requests and reviews job quotes; and assists the Port Director in the implementation of short and long-term goals, objectives, maintenance, and strategic plans. Provides input into establishing the Departmental budget and approving expenditures. Coordinates and provides marine rescue response activities and operates rescue vessel training.
KNOWLEDGE, SKILLS, & ABILITIES: Must possess personnel and project supervisory skills. Ability to develop staff training; create and implement policies and maritime-related training for local, state, and federal agencies and local industries. Experience with harbor facility operations, including inspection of facilities and equipment and working knowledge of maintenance standards and practices with the ability to implement short and long-range maintenance programs. Experience and ability to prepare and implement emergency plans and provide emergency response when required.
EDUCATION & EXPERIENCE:
- High School diploma with seven years of maritime or ports and harbor experience.
- Bachelor’s degree in marine operations, public administration, business administration, or related field preferred with Level 1, 2, or Certified Marine Operator Certificate.
- Must have extensive knowledge of local, state, and federal maritime regulations. Experience in budget and contract administration preferred.
- A minimum of ten years of experience in the marine industry is preferred.
LICENSES & SPECIAL REQUIREMENTS:
- Must have a valid US Driver’s License and have the ability to obtain an Alaska Driver’s License within 90 days of hire.
- Must have or be able to obtain a TWIC Card and must be able to pass the Homeland Security FSO certified training.
- Working knowledge of Public Safety communication systems (radio) and ability to operate a marine rescue vessel.
- Ability to pass all required pre-employment testing, i.e., Criminal background, history, and drug testing.
- Must be eligible to work in the US; requirements by Federal Law, if hired, must complete an employment eligibility verification form (I-9).
