The Department of Public Safety is accepting applications for the position of: SENIOR FIRE CAPTAIN. Position open for applications until 5:00 pm on Monday, October 9, 2017.
General Description: This professional position, under supervision of the Fire Chief, is responsible for the protection of life and property by performing fire fighting duties, administering emergency aid, mitigating hazardous materials, situations and performing fire prevention duties. Maintains Fire and EMS apparatus, equipment and facilities. Is responsible for oversight of Fire and EMS specific functions and for the supervision of the Fire Captain positions.
Examples of Work: Responsible for the administration and oversight of a volunteer/professional Fire and EMS operation. Responsible for conducting performance evaluations for the two paid Fire Captains. Functions in a supervisory EMT capacity in response to ambulance requests. Functions as Senior Firefighter/Command Officer in response to fire incidents. Plans, schedules, and develops programs, community education, first aid and CPR training; conducts and coordinates continuing education for ambulance volunteers. Maintains contact and cooperation with related agencies, associations, and organizations; attends related meetings; responsible for re-certification of ambulance service, and compliance with related laws. Assist Fire Chief in review of local building permits and conduct inspections of commercial buildings to ensure compliance with State and City Fire Codes. Assists the Fire Chief in the management of the Fire/EMS division. Performs other related duties as assigned.
Knowledge, Skills and Abilities: Knowledge of firefighting and EMS procedures, practices and techniques. Working knowledge of the operations and basic repair of rescue equipment. Ability to teach topics such as Basic Life Support (or equivalent), EMT, Firefighter courses and HazMat courses. Must be able to communicate medical treatment to others in writing and verbally. Ability to perform EMT functions in adverse conditions. Ability to establish and maintain productive working relationships with staff, the public, vendors and agencies. Proven strong organizational and people skills. Working knowledge of personal computers, word-processing, and database software (Microsoft Office Suite). Working knowledge of office practices, procedures and equipment including emergency radio system.
Education and Experience: High school diploma or GED equivalency. College level course work preferred. Five years of experience with a paid and/or volunteer fire department as a fire fighter. One year of experience as a volunteer Fire Department’s or EMS agency’s Training Officer and experience supervising volunteers is preferred. EMT III, Fire Inspector I and ARFF (Airport Rescue Firefighter) preferred.
Licenses and Special Requirements: Valid Alaska driver's license or ability to obtain one. Alaska EMT II (NREMT or State EMT Advanced) certification. IFSAC or Alaska Firefighter I certification, IFSAC or Alaska Fire Instructor I certification. Alaska EMT I (NREMT or State EMT Advanced) Instructor certification and certifications in IS-700, ICS-100, ICS 800 and ICS-200 must be obtained within one year of employment. Position requires periods of being on call 24 hours per day. EMT functions frequently performed in inclement weather. Position is subject to pre-employment and random substance abuse testing.
