POSITION: Human Resources Manager
POSITION SALARY RANGE: $76,706.34 - $123,330/ year
The City of Unalaska is accepting applications for the position of Human Resources Manager. Located in the central Aleutian Islands, Unalaska, Alaska is a multicultural coastal community of approximately 4,200 full-time residents and is home to the number one commercial fishing port in the United States, the International Port of Dutch Harbor.

GENERAL DESCRIPTION: This position reports to the Assistant City Manager and provides HR direction and support to all City departments and employees. This position interacts with all levels of employees and supports them by engaging in a variety of complex administrative, technical and professional work in the areas of employee relations, benefits administration, recruitment, compliance, performance management, compensation and policy interpretation.
RESPONSIBILITIES:
- Guide talent acquisition, orientation, employee development and retention efforts.
- Handle complex employee relations issues including investigations, conflict resolution, and disciplinary action.
- Provide support to employees regarding employee relations matters.
- Collaborate with supervisors, managers and executives to implement initiatives in employee development, performance improvement and employee relations.
- Manage the benefits administration function including billing, renewal, open enrollment and compliance.
- Manage the employee leave administration process.
- Lead the performance management evaluation process; review, assess and implement changes as needed.
- Review, assess, develop, and implement human resources policies and practices, including internal controls and procedures.
- Manage compensation initiatives and perform compensation administration for the organization, which includes step-based compensation plans.
- Guides annual Affirmative Action Plan (AAP) activities.
- Utilize organization ERP for managing employee information, changes and reporting.
- Interpret collective bargaining agreements and personnel ordinances.
- Maintain in-depth knowledge of legal requirements related to employment law, reducing legal risks, and ensuring regulatory compliance.
REQUIREMENTS:
- Minimum bachelor’s degree in Human Resources, Business Administration, or a related field.
- Minimum seven years of progressive experience in a human resources capacity to include experience in performance management, recruitment, compensation, benefits administration, employee relations and human resources department accountabilities. Prefer experience in municipal government and with Affirmative Action plan administration.
- Minimum of three years supervisory experience, preferably in the public sector.
- Strong verbal and written communication skills; strong relationship-building skills; ability to maintain professionalism in challenging situations; and strong problem-solving skills.
- Knowledge of state and federal employment law.
- Proficient with Microsoft Office Suite.
- Ability to maintain and manage confidential information in all forms.
- HR certification (SPHR/PHR, SHRM-SCP/SHRM-CP) preferred.
- Labor negotiations and union workforce experience preferred.
LICENSES & SPECIAL REQUIREMENTS:
- Ability to pass all required pre-employment testing i.e. criminal background and work history and a drug test.
- Must be eligible to work in the US; meet employment requirement by Federal Law; if hired, must complete employment eligibility verification form (I-9).
- Required to have, or be able to obtain an Alaska driver’s license, within 90 days of hire.
- Ability to work in an office setting using a computer majority of the day.
