Hiring Wage: $76,706.34 - $99,724.77 / year
The City of Unalaska is accepting applications for the position of Human Resource Manager in the Department of Administration. Located in the central Aleutian Islands, Unalaska, Alaska is a multicultural coastal community of approximately 4,500 full-time residents and is home to the number one commercial fishing port in the United States, the International Port of Dutch Harbor.
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. Shown are duties intended to provide a representative summary.
GENERAL DESCRIPTION This professional level position with minimal supervision and broad guidance, reports to the Assistant City Manager and provides HR direction and support to all City departments and employees. This position interacts with all levels, both management and non-management employees, dealing with a variety of complex administrative, technical and professional work by directing, coordinating, advising and administering human resources activities, systems and functions of the City of Unalaska. The duties performed by this position include, but are not limited to assessment, recommendation and enforcement of city wide employment policies; review of all personnel actions and changes; evaluation of all disciplinary actions; participation in labor negotiations and grievances; administration of employee benefit program; management of FMLA and ADA programs and requests; certification of compliance with all state and federal employment regulations; management of the employee recruitment process; and administration of city wide employee performance evaluations.
KNOWLEDGE, SKILLS & ABILITIES The successful candidate must demonstrate the following job experience, skills and abilities:
-Thorough knowledge and understanding of human resources law, compliance and reporting related to local, state and federal regulations, including current ADA, EEO and AAP
-Thorough knowledge of modern policies and practices of public human resource administration, with ability to effectively develop, review, assess and enforce such policies and regulations
-Demonstrated experience and knowledge of employee classification and compensation, job analysis, merit systems, benefit plans, as well as employee recruitment, selection, training and performance evaluations
-Thorough knowledge of wage and salary administration
Demonstrated ability to counsel and advise employees, supervisors and directors regarding personnel issues; and ability to resolve employee disputes, grievances and conflicts
-Strong verbal and written communication skills, with ability to prepare and present accurate reports and ability to convey difficult messages
-Demonstrated ability to interpret, oversee facilitation of and serve as member of management team in negotiating collective bargaining agreements
-Skilled in assessing, prioritizing and performing multiple tasks, projects and demands
-Considerable knowledge and use of HRIS and other HR programs
-Demonstrated experience as a calm and disciplined leader with the ability to distill information into clear direction and policy; with critical thinking skills to bring a strategic approach to initiatives and programs
-Ability to effectively analyze internal controls and procedures
-Must be non-biased and fair; able to maintain a high level of confidentiality; and able to maintain professional demeanor under pressure and in high stress situations
-Ability to establish and maintain effective working relationships with employees, other agencies and the public
-Must have well-developed supervisory, interpersonal and team building skills
-Must be skilled in conducting internal investigations, documentation and making recommendations that are aligned with policies, regulations and law
EDUCATION & EXPERIENCE
-Minimum four-year degree from accredited college or university in Human Resource Management, Public Administration or a related field
-Minimum five to seven years’ experience in progressive human resource capacities
-Minimum three years’ supervisory experience; prefer experience in public sector
-Demonstrated experience with labor negotiations and management of union workforce
-HR related certifications or other combinations of education and experience that provide the requisite knowledge, skills and abilities will be evaluated on an individual basis
-Experience in the State of Alaska preferred
LICENCES & SPECIAL REQUIREMENTS
-Required to have or be able to obtain an Alaska driver license within 90 days of hire
-Successful completion of pre-employment testing (i.e., criminal background and work history check; and drug test)
-Eligible to work in the United States; complete Employment Eligibility Verification form (I-9)
-Ability to work in an office setting using a computer for a majority of the work day
-Maintain active and current certifications and licensing for the duration of employment
